An Unemployment Extension Tier 5 at Senate Finance Committee, But No Discussion Dates

A Tier 5 unemployment extension is needed by 99ers, and the Americans Want to Work Act has been introduced by Debbie Stabenow (D-MI). However, the Senate Finance Committee has yet to discuss the bill.


The bill would add 20 additional weeks of benefits for those in states with over 7.5% unemployment. Furthermore, employers would be given tax incentives to hire displaced workers. The situation is clearly win-win, and would not only create jobs but save employers money.


There are two versions of the bill – one in the House and the other in the Senate. The timing of the bills is very similar to the passage of Tier 3 and Tier 4 legislation last year. If 20 additional weeks of benefits are made available, some venture to say that they will try to pass the bill as close to winter as possible, allowing families to have money for Christmas and heating bills.


Still, we are in the election season very, very soon – and that could come in to play as well. As incumbents are scrambling to keep their jobs, the excitement and panic driven by the election season could come in to play.

I think that a Tier 5 extension will be made, but it won’t be until the elections are over. That’s actually under three months away.

  4. By the time this GREAT economic disaster is over, we are going to need a Tier 5 and 6 and 7. Our UI system is clearly broken. The UK has a scheme called 'Job Finders' you get your UI benefit until you find a job and get your first paycheck. It is a much fairer system, than we have in this country.

    Millionaire politican's using the unemployed as political pawns, is quite dispicable.

    Wall Street caused this, we should extract a levy on them to pay for the continued UI Tiers. After all since we bailed them out, and since they are now making huge profits, it seems only right that they pay the bill to the people they hurt the most.

  5. Every day I search the web for news of help coming. Apparently we aren't that important. If the politions are there to help the people of this country, what are they there for? Big business, other countries disaters, where religious buildings are being built and the unnessary cost of going to war all the time is more important than the regular people of America that has to work in order to survive.

    back to work but if we have the ability to keep
    7 million people in homes,and food on the table

If other online articles report unemployment is around 20% and there are 310 million in the U.S census reports. Then there is as many as 62 million people in the U.S that are unemployed & are able to work full-time. Do we have to reach 150 million unemployed before we take action?   13. I already lost everything I have ever worked hard for! EVERTHING and now I am two months behind in debt payments, have already lost my car insurance, my cell phone and now can only look for work within walking or biking distance due to no job and no teir 5..Don't they understand w/out this we can't even go out and look for jobs!! I had to move back in with my parents, thank god they have internet. Life is hell, I wish they would help us middle class and not only themselves or the illegals all the time.

  14. First of all the job/applicant ratio is much worse than they actually report. In the job hunting pool or should I say competition includes Welfare recipients because there is a five year plan now that enforces job search and resume building and proof of it (closely monitored) and we know how many are on welfare. Then, we have the new college and highschool graduates as competition because we have to apply for the same entry level jobs even though we have worked our way up and obtained degrees a long time ago. Next, we have the part-time workers who are and have been looking for full-time work. Then, we have those who are looking for second jobs because one of the adults in the home has lost theirs. Last but not least are the soon to be 99ers, the newly unemployed, and us the 99ers. Now add that up and tell me what the real ratio is for each person looking for work in regards to positions available. Tell me this is just 5-1, and you will be f%#king lying, you bastards!!!

    Now, to add to the complexity let's consider that many employers are looking for people that are bi-lingual and not over 40. And please don't forget those employers that have posted "Unemployed need not apply!" Do you get it now? Do you really understand the plight of the 99ers?

    Now we have lost homes, lights, cars, and have no food or means of contact; how do you suppose we will get these jobs when all of the odds are against us?

    You say there is no money, but we give Pakistan (the ones who cheered on 9/11) money in the amount of $70 million. Give me a break! I don't wish anyone harm or misfortune but if you even had to contemplate who was more deserving out of unemployed working class citizens and Pakistanians something must be seriously wrong!!!

    The downfall of this economy was a direct result of poor government decisions and their greed, not the American working class people. I say we reduce the salaries of the pigs who take bribes and make decisions based on personal agendas. Hell, they make upwards of $200,000 and more to take 6 week vacations regularly, why not?

    With the revenue generated from a $40-$50,000 reduction we could fund a Tier V or at least feed many family's don't ya think????

    I say we must vote them all out, come November! No matter what they give us in terms of a new extension because they have made us lose everything and beg for help. Let's not forget they publicly call us lazy and hobos, which is making it even harder to obtain employment with reputations like that. WTF is going on in this damn country???????

  30. Oh great money for the holidays. Will we still be alive then. I cant believe this is happening. People are starving and we still have troops overseas giving other countries quality of life. Where is our quality of life. I dont blame Obama because we have had more tiers and he had instituted programs like the one who helping me not be homeless, but senate going on vacation every other week and getting a pay raise is killing me. This sick. I almost lost my car, my lights were on the verge of being shut off and I wasnt sure how I was going to pay my rent last month when they were lounging on vacation before voting for the extentions to be reactivated. I cried every day and I was afraid of being on te street. This is how many of us are each day and they really dont care. There are on jobs and I even apply for ones I am way over qualified for as well. No this is not the land of the free that people come to for a better life anymore. I am considering leaving if I can one day.
    Would you wake up politicians and stop relaxing and getting fat while we die of. Thank God for my housing program and food stamps. I cant beleive I have to even say that......

Since I lost by benefits at the end of June, I have lost everything, my car, my house, furniture.... I am reduced to living from place to place with only the few clothes on my back. Have been days without food but one thing I still have is my right to vote and my voice will be heard at election time, God willing I survive until then. It would be so nice to have them all walk in our shoes for a few months. Did you ever notice how many vacations and days off they have and they are getting paid for that....go figure...I worked 35 years of my life and cannot get one penny of what I paid into the government.

    I continue to look for work at this time would take just about anything that would pay me even a small wage and me give a chance to bring some value to a project or company. To get that feeling again that I’m useful and that my contribution counts in some way.

  41. just out of curiosity, why are the concerned about us paying heating bills if we have no homes? seriously the LAST thing on my mind right now is freaking christmas! I don't give a crap about christmas! I care about taking care of myself and my family NOW!!!! I've been out of benefits since march...lucky my partner has been able to pull in some overtime the past couple weeks, but that was just the past couple weeks! he runs himself rugged trying to make sure to keep a roof over mines and our childrens head! I'm fortunate enough to have someone who has a job, and my heart is broken for those who have absolutely no help. enough is enough! we can not wait until the end of the year for this to trickle our way, we need it now! we needed it 5 months ago!!!

YES WE Need a Tier5 that extends unemployment benefits until such a time as unemployment is below 5% for 26 consecutive weeks AND employers that discriminate against the unemployed are fined a total of 30% of their reported profits from the last 10 years. IF CONGRESS Refuses to ACT then the unemployed will have no choice but to march on Washington and shut the city down until such a time as the politicians listen to the concerns and take actions to eliminate unemployment

  47. Did anyone watch Glen Beck yesterday. He's a friggin' nut case. He started talking about what the real unemployment number/rate was and I said to myself, "Finally. Someone who's bringing this out in the open on national news that millions who didn't know the truth about the real unemployment rate truly is....And then, he directly into a quick story about the 99ers rally in NYC and say that we need to all go and get a job at McDonald's and maybe work two jobs if we have to..... "HELLO".... What did you say the actual unemployment rate was? You just contradicted yourself in a major way, dude. There are NO jobs of any kind around here. Move you say?...How the hell can I move without the means and funds to do so. Glen Beck and the rest of the people in this country that have a job and tell us we're lazy are totally clueless to what's really happening in this country when it comes to finding a job in this country... And McDonald's won't hire a 49 year old man with an associate's degree AND a bachelor's degree... I honestly tried to get a job at McDonald's and other fast food restaurants. They all say I'm over qualified.... And btw, voting out all the incumbents might make us 99ers feel better, but I'm afraid it won't help. All politicians have there own agendas and sadly, helping "We the people" are not a part of their agenda.

  49. Well I have applied to a few jobs and was turned down-due to the fact of a GAP OF 2 Years of being unemployed to date and was advised to add in that I have had a few jobs in between. Most jobs I have applied for are doing a 10 year background check and credit. So what type of *hit is happening? we have worked and it is our own insurance money we are receiving, plus a BIG chunk taken out. Why are there so many @ssholes complaining and not know people's situations!

Don't be fooled. People like John Kyl on the committee has done it before and will do it again. Max Baucus, a Democrat, no less, needs to sober up and get real. When election time comes around, make sure that you do more than vote against them. Find a way to work for their opponent.

  52. Someone pick a date in September for a national protest and get the media to announce that date. I can't get them to take me seriously. But maybe someone can or knows someone who can. Once the media has announced it it will spread like crazy. The ralley in New York was a good thing but people were too broke to show up. If there is a national protest set for a particular day no one will need to travel and they will show up on the streets of America. Here in Northwest Arkansas there are more than 27,000 people without jobs. That's one little corner of a small state. I guarantee many of them would be happy to join a collective protest. But most of us won't stand alone on a street corner with a sign protesting anything. There is strength in numbers. And across the nation the numbers would be huge.

The payments are not retro, so if someone is out of benefits now, they will start tier 5 just the same as if someone just finished tier 4 at the time the law is passed. They should just make all tiers the same 26 weeks and just keep this going, because I do not see jobs on the horizon anytime soon. Looking at the job boards I see mostly Office Team, Robert Half, Manpower, they are just trying to collect resumes not help us find jobs. Employers can post their own ads on Craigslist for $25 instead of wasting thousands going throgh any staffing firm.

  57. In the hood where the economy has been in a depression since the last depession, people have developed ways of surviving. The food stamps that are given out to the poor, are then bartered for money to pay for things like rent, electricity and basic needs. Those with usable skills such as carpentry, auto repair, etc. are used to keep the community going. My advise to you guys is to go out meet your neighbors and neighbors neighbors. Campaign for that job instead of feeling down and out about whats going on in this country. Unemployment benefits will not be around forever. Recovery starts and ends with you.

  58. I not only can't get a job - my fricking CAREER has GONE to INDIA! That leaves me, at 57, with no prospects for making a living! Thanks to the internet, I don't even get opportunities to INTERVIEW because they just trash the digital resumes (mine was deemed exceptional by professionals, for all the good it does)! In the "old days", when we made phone calls or mailed resumes, employers spoke with you and said "Come in for an interview". There are no calls now, and there are no interviews!

    I am penniless, and my home is in foreclosure. I ransacked the house last night looking for coins. I scraped up $22 for groceries. My teeth are rotting and I am several thousand dollars in debt for hospitalizations. Those F*ckers don't give a flying fig about suffering Americans! They are the ones, after all, who squandered our money and sent our jobs overseas. WE NEED TO MAKE CHANGES IN OUR LEGISLATIVE SYSTEM NOW!!!! And I don't just mean vote incumbents out, I mean CHANGE THE WHOLE SYSTEM! Unless we want to see America turn into a third world country, which is where they are intentionally taking us...

  59. Well here in California it is bad. I cannot pay my bills period. For every job I apply for the interviewers say that had approximately 100 to 150 other resumes and I never get the job. I am educated, literate and polite. I have tried even the fast food places and discount stores and no luck and I keep on trying. Washington is totally corrupt and they don't care about us at all. They are busy spending money, having parties and flying all over the world without a care at all... California is bankrupt and the city councils are totally corrupt, look at Bell... so where do we go? I am trying to sell things and have had very little success for sure... so what can I do?

  61. I have been looking for a job since January!!!! Having been in the real estate industry, what I am qualified to do is no longer in high demand (I was a licensed title agent doing real estate closings). Many layoffs and no one needs the extra help anymore. I have lost my home and I am now renting, being a single mom on top of that the little money I do get from unemployment goes right to the rent. These polititians don't have to worry about where their next meal is coming from. We're all paying their meal tickets, even when we're on unemployment we still pay taxes out of it!

    I guess I confused the point I was making. First, I voted for Obama and have great faith in him and his administration. And I agree Bush left everything so screwed up it will take years to correct. My point was no matter who is President and the promises and good intentions he or she may have, until the corrupted "Politics" of goverment is changed, it won't matter who is voted in or out or what they may Promise. Because Congress, not the President has the majority of the Power in our Goverment system. Both sides of Congress, Democrat and Republican fall into corruption due to Lobbyist that represent Big Powerfull Companies giving them millions of dollars to create legislation and pass laws in favor of their clients. This is what is happening to our jobs. Companys are outsourcing and relocating accross our borders and overseas because the lobbyist that represent them have lobbied,(bribed) memebers of congress to enact laws giving them protection and tax breaks to do so, let alone the cheaper labor cost for them. So until this corrupted way of Governing is changed it does not matter who is elected President or for Congress. The lure of all that money offered to members of Congress by lobbyist is why our jobs are going away. I have seen many post where folks are talking about the 175,000.00 per year salary for Senators and being paid by us taxpayers. What about the millions of dollars the Senators recieve by lobbyist which is nothing more than Bribery. So who's interest do you think our senators are going to look out for, us the taxpayers that provide them with 175,ooo.oo in yearly salary, or the lobbyist for big companies that pay them,(Bribe) with millions of dollars each year?

  69. We could all protest in front of our UI agencies on an appointed day since we don't have money to travel. It would surely make the news if every unemployment agency in every city of every state had protesters speaking their mind about jobs and the need for additional unemployment extensions. We must do something besides vent on the internet. Do you really think that they are taking time to read all of these posts? We are because it is affecting us,but they are not. We can organize something by visiting www.UWAG.org. They are the one's who started the NY rally. They also put together a package with true stories of 99ers and photos with supportive links to their claims.

    In the mean time we should continue to call, fax, email, and write (snail mail)these idiots until something is done. We can not allow them to do as they did last year and wait until just before Thanksgiving to throw us some kibbles and bits. We have to inform the media that this is what they intend to do and that they have done this before.

    We have to stop this strategy in its tracks. We need help now. They act as if we can wait. For some reason they really believe that we can. I don't understand why they don't get it or care at all. We have nothing because of them and they must be stopped, NOW!!!!!!!!!

  74. Jessie - You obviously have a job and havent been going through what all of us have. I went from making $1200 a week to $480 a week on Unemployment. I have a child to support, myself and my husband. My husband after a year and a half had to take something part time in NY so it is costing us his paycheck basically for tolls, taxes, gas, union dues and benefits. I have applied to well over 300 jobs in the last 2 years and not even a phone call. So dont tell us we are lazy pricks! I hope you lose your job and go through this so that you can see first hand what it is like! You are an ignorant person who is clueless about the real world apparently!

I have no rent for Sept....Cant pay my cell bill....internet service will be shut off....and I live in Michigan where they do not help out a single male. My county alone is 18 % unemployed. Over 400 resumes out in 2 years and 1 call....and that place closed down. I am so glad they think and do shit after the fact. I wonder if there is a room in the whitehouse for me ?

  76. Well I must say that I am one of those that have lost everything. I have applied everywhere more than once. They say I remember you? You still looking? But did you hire me? And they smile and greet me, we laugh, and I never get that call.

    I managed to pay PART of my rent to prevent from being evicted on the 8th. But I don't have ELECTRICITY OR WATER. My car is paid for but the motor went out. I am at my sister's online trying to find a job. I have no children under 18 so I now have no foodstamps. I have 2 adult children 19 and 21 who are looking for a job and we are all hungry.

    I can't wait until November or even October. I need help now. I can't get assistance on my rent from because and I quote "You are denied because you have exhausted all government benefits. You have no unemployment, foodstamps, or Medicaid". What the hell? You mean if I have nothing I cant get nothing? Those that are still on unemployment qualify for rental assistance? I wish I had applied 5 months ago? The system is SOOOOO SCREWED!!!!!!!!!!!!!!!!!! WHAT AM I GOING TO DO?!!!!

    Is anyone even listening to this message?
    Since I cannot find a job anywhere I tried to get a grant for a small business loan. Grants.gov only works with businesses now, so I tried to get a small business loan from the SBA and get help through S.C.O.R.E. According to the lady on the phone it is virtually impossible to get a loan right now.
    So that is also out of the question. We were here when the banks needed us, but where are they when we need them?
    We need UI benefits extended beyond 99-weeks, but of course that is out of the question.
    We need jobs, but there are none. We need the loans for small businesses passed, but of course the Republicans will not push it through.
    So after we bailed out the banks, they have all of the money and will not lend to us. Is anyone actually reading this message? I never get any response.
    All I want is a job so that I can take care of my family. What do you want? People fighting out in the streets? When are you going to help us? What are you waiting for? More and more people are forced to file bankruptcy and more companies are going under.
    You are bringing us to our knees. Is this your plan?
    Myself and all of my friends who voted for you feel deceived, and are sorry that they voted for you. We need a leader. As far as the mosque being built next to ground-zero, freedom of religion has nothing to do with it, it has to do with what is right, and what is wrong. Besides our government will not even let Christians pray in the streets, but the City of New York will close off streets so that the Muslims can pray. What's with that?

Since they can't seem to afford to extend benefits, so that we might be able to put food on the table, we should all resort to committing non-violent, petty crimes in the name of survival. Seeing as though it costs twice as much to imprison someone for a year than it does to pay them unemployment benefits, surely none of us would be prosecuted. That wouldn't be very cost effective.

    Please post your letter at http://www.whitehouse.gov/contact where it will be much more effective. While this blog site and many others have helped the 99ers vent and share information, it still does not get the attention of those who can make a difference.

    To be quite frank, I don't believe that the President knows the difference between unemployed, long-term unemployed, and 99ers or the American people in general, either. The media, Senators, and Congressmen have intentionally misled the public so that they will not recognize how bad the economy really is.

    We must focus on making it clear that we are all unemployed and suffering, but the 99ers have been left out of this recent unemployment extension and the previous date extensions were not more benefits but a longer time line. There is much confusion about it all, which takes away from the urgency in providing a lifeline for all unemployed.

    Trust me this is and has been a ploy of the US government to keep Americans in the blue for what is to come next. They do not want angry Americans all over the nation coming after them, nor do they want this to affect their votes in the election. This is the method to their madness and sole intent for any mention of a new tier.

    What people need to consider is if they really want us to obtain employment they would not only create jobs, but they would stop labeling us as "lazy" "entitled", "freeloaders" and "drug addicts" because this clearly is not helping us be considered as valuable candidates,at all.

    Additionally, they want us (all unemployed) to argue amongst each other and this is the reason for the division in past extensions. They know quite well that united we stand and divided we fall. We must beat them at their own tactics and make them face this growing issue NOW!

    99ers we must take it to the streets! We may not be able to travel, but we can all find a set day to protest in our own cities across the nation. Our place of protest could be the town hall or the local unemployment agencies in each town. We could do it on a specific day at a specific time, but we must walk the walk and stop talking the talk; otherwise, we are just like our enemies (Senate & Congress).

    In the meantime, keep phoning the president,senate and congress, faxing, emailing,signing petitions, calling the media, and writing via snail mail.

  88. This new bill S3706 has harmed us more than helped us (99ers). You see everyone knows about it now and so do the employers so why would they hire us now since they can wait and receive benefits for hiring later. To bring a bill to the table such as this one and not work on passing it immediately has only added to our problems, 99ers!

    Don't you see that in September there will only be a couple of weeks left to take up the bills that they consider priority, this not being one. Then in October they will have little time before the election recess, meaning that only a couple of weeks then too.

    Then the election and we know that will delay it as well. People, depending on who is added or left in the Senate or Congress will determine if this bill stays or leaves with them. It's beginning to look more like January before any real debate on this bill will occur.

    Then, they will say we survived without it this long..... All of this will happen, IF we do not take a stand now and take it to the streets and media!!!!! This time in larger numbers and in more states!!!

How about we go after the billions of other things we spend on rather then telling unemployed we have no money. Fact is we rather give to foreign countries then help us Americans. Even if we did TRY to vote them out, as we all now know, they just change the votes to be in thier favor anyway (Bush Election). Someone mentioned rioting & lewding in the streets...what a GREAT Idea! Do you know most lewding or rioting, takes place right where that person who is doing it lives. So now not only are we broke, homeless & starving. Our hometown is now destroyed! (Los Angeles Riots) Know matter what we do we will lose. Our Government runs everything and its quite a shame! I am almost willing to bet they don't even write the message down if you call and if you send a letter, it might get opened but after that I bet they just file it right into a garbage can! Even though "We The People" out number the government employees, we can not and will not win this war! In my opinion, we need to restructure our entire government. WE THE PEOPLE, as a whole, should be the ones running the government, not just a few hand selected people. Ofcourse you will still need government employees but only for certain departments, like the voting department, records department, a law department made up of attorneys for writing bills, that WE THE PEOPLE vote on to make it a law or not. Not a just a group of people, of which some of us voted for and some of us didn't, that decide what should be a law and what should not. I could ramble on and on! But just like our votes, does it really count or matter?

  102. My last UIA Ex-benefit was the end of May... marking the end of my Tier 4. Since losing my job and not being able to afford the huge cost of Cobra I have gone from being a diet-controlled diabetic to now having to take shots. Stress has taken its tole on me! I do NOT have a secondary income to access. The accessable part of my retirement was already used up during one of the past WAIT-N-C periods!!! I have worked for 44 years and never once in the past had to collect UIA. I DID have a good credit score, owned my home, had a reliable auto, good insurance and have a BA degree. Do those holding up the bill think that this will NOT go down in history negatively! Sorry guys, but this is the age of electronic communication and some day they will be reading historical events from this economic travisty from the future lunar communities. I thought it rather interesting to think we are spending so much $$ to race against private industry for lunar mining. Maybe they could send some of us unemployed to the moon? On second thought, where would you live when they laid you off?
