Time changes are supposed to help us conserve fuel. The fall time change is a return to standard time, which is the time that it would be if there was no Daylight Savings time started in the spring. Not all locations recognize the time change, either.
The latest change to Daylight Saving Time actually came from President George W. Bush in 2005. DST was extended an hour in the hopes of conserving energy after a spike in costs that was associated with hurricane Katrina.
Fall Back 2010 is great because it lets you sleep an extra hour. Don't forget, though that Spring Forward will be here before you know it!
